·                     2011 MoU between NCPA & NARCC.
 This vote was regarding the proposed Memorandum of Understanding between the Northern California Packet Association (NCPA) and the Northern Amateur Relay Council of California (NARCC). The MoU in essence outlined that each group recognized the other, and that each group had a specific area of responsibility with regards to band planning and coordination. The MoU would also lay the groundwork for each group to work together for better spectrum usage. The proposed MoU can be found here.

·                     2012 144.97  Frequency Reallocation Proposal.  

This vote proposes 144.970 be allocated for "Misc. digital" to make a place for all these other digital modes.

Background:

People have asked me what would be a good frequency for digital activity in the 2 M band other than AX.25 packet. That would be
the kinds of digital modes you see on HF (RTTY, PSK31, SSTV, AMTOR, PACTOR, etc.)

We don't have a channel allocated for those things in the 2 M band, although the subject has been talked about. We do have
one channel in the 70 cm band for all digital.

We have had one un-allocated 2 M channel available for a while now, 144.97, how about that one?

If you guys like, there could be a footnote to the effect that although this channel is available for all digital, it is
preferred (but not required) that AX.25 packet avoid this channel, leaving it available for other digital modes. (Since
AX.25 has all the other channels in the segment.)

It has also been mentioned that it might be nice to have a channel for simplex digital voice. This would be the channel
for that too. So, this proposal will get two birds with one stone.
